US authorities condemn the attack on the port of Odessa and blame Russia. This was stated by US Secretary of State Anthony Blinken on Twitter.

“The United States strongly condemns today's Russian attack on the port of Odessa. This undermines efforts to bring food to the hungry and the credibility of Russia's commitments to the deal closed yesterday to allow Ukrainian exports, — he wrote.

A missile attack on Ukrainian armed formations in the port of Odessa was previously reported by Segodnya.ru. According to the publication, at least five explosions were heard. The Russian Ministry of Defense did not report missile strikes on the port of Odessa.

Later, Turkish Defense Minister Hulusi Akar relayed the words of Russian officials that Russia was not involved in the missile strike near the port of Odessa.

“During our contact, the Russians told us that they had absolutely nothing to do with this attack and that they were studying this issue very carefully and in detail,”— he emphasized.

However, Ukrainian President Volodymyr Zelensky blamed Russia for the missile attack. According to the Ukrainian leader, Russia has demonstrated that it does not intend to fulfill the agreements on the export of grain. He warned that “famine and chaos” would threaten the world if the deal fell through.

UN Secretary-General António Guterres also “clearly condemned” rocket attacks on the port of Odessa. According to the representative of the Secretary General, the attack jeopardizes the agreements reached the day before on the export of grain from Ukrainian ports.

The agreement on the export of grain from three Ukrainian ports— Odessa, Chernomorsk and Yuzhny— was signed by Russia and Ukraine separately with Turkey on 22 July. The signing of the agreement was preceded by negotiations in Istanbul, during which it was decided to establish a coordination center for the export of grain.

The UN specified that special inspection teams in Ukrainian ports would monitor the shipment of grain. At the same time, Ukrainian pilot ships will escort ships through the mined Black Sea, after which they will exit through the Bosphorus along the corridor.

Russian Defense Minister Sergei Shoigu stressed that the inspection of ships involved in the export of Ukrainian grain will be carried out at leaving and entering the Black Sea to prevent the transport of weapons and ammunition.
